From Voting to Development: Assessing the Impact of Elected Municipal Councils on Sustainability Projects in Libyan Municipalities – The Case of Zliten

This study aims to analyze the relationship between the effectiveness of elected municipal councils and the level of sustainable development project implementation in Libyan municipalities, taking Zliten Municipality as a field case. The research seeks to assess how effectively these councils contribute to achieving sustainable development goals and to identify the key challenges they encounter in this process. The study adopted a descriptive-analytical approach and employed a questionnaire consisting of forty-five items distributed across three main axes. The first focused on the effectiveness of elected municipal councils as the independent variable, encompassing the dimensions of planning and implementation, transparency and accountability, and community participation. The second axis addressed the dependent variable, representing the level of sustainable development project implementation through its social, economic, and environmental aspects. The third axis explored the challenges facing the councils in achieving sustainability, including political instability, financial and central support limitations, and community awareness. The findings revealed that the effectiveness of municipal councils and their implementation of sustainable development projects were generally moderate but tended toward weakness, particularly in the areas of transparency and community participation, while projects with an economic dimension were relatively limited. The analysis confirmed a strong and statistically significant positive correlation between council effectiveness and the success of sustainable development projects, underscoring the vital role of effective local governance in achieving development goals. The study concluded that political instability, financial constraints, and weak central support remain the most significant barriers to enhancing municipal performance, highlighting the need to strengthen local autonomy and develop sustainable financing mechanisms to improve municipal capacity and ensure more effective and continuous development outcomes.
