I suggest a report on Doxiadis in 1984 ( Al-Husayn area ) Al-Husayn plan as an urban expansion of the city of Derna. It is one of the plans of the second generation but it has not been implemented Until mid-2024, despite the city’s urgent need for residential urban expansions, research using the descriptive and analytical approach aims to find the most important reasons that led to the delay in implementing the expansion plan, to find scientific proposals necessary to address the problem of delayed implementation, and these proposals can contribute to Avoiding the issue of the possible delay in implementing other expansion plans, whether for the city of Derna or other cities. One of the most important results obtained by this study is that the main reason for the delay in implementation is the failure to allocate or allocate a sufficient budget to implement a large expansion project with an area of 748 hectares, in addition to the presence of some natural obstacles on the site, which in turn affect the increase in the budget needed by the project. This requires allocating special budgets to finance urban development projects for cities.
